hearing of a case against Tam Kwan on a charge of keeping a Lottery agency, it appeared that this man exercised considerable terrorizing influence in the Colony. One of the witnesses, being pressed as to the identity of the defendant, fainted in Court, and several others had to be accorded Police protection from fear of vengeance on the part of his allies!
Since the case has been disposed of, one of these witnesses has received a severe beating.

The Magistrate further reported that he had reason to believe that Tai-Tam Kwan is decidedly dangerous to the peace and good order of the Colony, and that he had deferred passing sentence on him, in order to afford the Government an opportunity, if they think fit, to have a warrant issued for his banishment from the Colony!
